Explanation

The Azad Hind Fauj (Indian National Army) was first formed at Singapore in 1942 by Mohan Singh from Indian prisoners of war, and later revived under Subhas Chandra Bose in 1943. It was not formed at Tokyo, Berlin or Rangoon. Hence (a) 'Singapore' is correct.
