Explanation

John Locke's social-contract theory holds that legitimate government rests on the consent of the governed — government as a trust revocable when consent is withdrawn — the classic formulation of 'government by consent'. J. S. Mill, Jeremy Bentham and J. J. Rousseau offered distinct democratic theories (liberty and utility; the general will), but the 'consent' formulation is Locke's.
