Explanation
The 'Matsya Nyaya' (logic of the fish, where the big fish devours the small) is used in ancient Indian political thought, including Kautilya's Arthashastra and the Mahabharata's Shanti Parva, to describe the state of anarchy — the absence of a ruler or danda (punishment/authority), in which the strong oppress the weak. It does not mean democracy, monarchy or a welfare state. Hence it signifies the absence of a state or lawless anarchy.
