The 97th constitutional amendment act provided for constitutionalisation of cooperatives movement, making Act 43B, Act/51U and Act-299/EH-27 a reality. Measures taken by the government for co-operative movement: (1) Ministry of Cooperatives - to ensure a proper focus toward cooperative elongism. (2) Primary Agricultural Cooperative Societies - PACS - computerization (70% complete). (3) Particular sectors selected: a Dairy Cooperatives - AMUL Fertilizer Cooperatives - IFFCO. (4) Banking activities through Rural Urban Cooperative banks - increased access to lending. (5) Agricultural exports and import facilitation - through NAFED, Multiple Cooperative societies. (6) National Cooperative policy by ministry to ensure ecosystem of subsidized be guaranteed. Challenges: - Localized nature of working - Inadequate finances and resources - Technological adoption remains low - Microfinance has currently high NPA state especially under PLFs Therefore, as a way forward proper mention on the lines of Operational Local Success can augur well for new revolution in cooperative sector to restore.
