Despite multiple resolutions and initiatives undertaken by the United Nations Security Council (UNSC), its efforts to counter terrorism have achieved limited success. Discuss the reasons for this limited effectiveness.

Increasing terrorism activities and no global united action (as witnessed in Parlayyan terror attack), depict the shortcoming of UNSC in its counter-terrorism strategy. Reason for the limited effectiveness of UNSC: (1) UNSC doesn't represent the unions world scenario, with members being tightly biased in actions. (2) Lack of consent among the members regarding which organization can be marked as terrorist due to differed affiliation with countries. Ex: India's proposal to put Udamat resource under resolution was countered by unia (due to proximity live Pakistan). (3) Lack of power to ask countries to handover the offenders and criminals, having criminals open in haven countries. Ex: Osama Bin Laden in Pakistan. (4) Countries are often of the view that if they are not affected, it doesn't concern them. Ex: Bilateral alleged terrorism only impact 2/3 attacks.
