Despite multiple resolutions and initiatives undertaken by the United Nations Security Council (UNSC), its efforts to counter terrorism have achieved limited success. Discuss the reasons for this limited effectiveness.

The UNSC is a principal organ of the UN. Its role is maintenance of international peace & security (Art 1 of Charter). Initiatives of UNSC to counter terrorism: (1) UNSC counter terrorism committee provides binding rules to be followed by member states (2) UN Peacekeeping forces deployed to counter terrorists (3) In Nigeria & Boko Haram (3) Ensuring adherence to FATF standards (4) Coordination with Interpol to counter global terrorists (5) Intelligence sharing among major members

Reasons for limited success: (1) Misuse of veto power (China veto against designating Masood Azhar as terrorist) (2) Politicization of terrorist groups (State sponsored) (3) Use of terrorist groups to wage proxy wars (Hybrid warfare) (4) USA in Afghanistan UNSC must build consensus & avoid veto misuse to combat scourge of terrorism. Passing of proposed comprehensive convention on terrorism would be step in right direction
