India's attempts at strengthening its intelligence capabilities have historically been reactive and incremental. Discuss how India can provide a concrete framework in transforming the country's intelligence capabilities.

RAW was formed in the decade of 1960-70 after the 1965 Indo Pak war as a reactive step to chile at vulnerabilities of India's adversaries. It has been a well-accepted fact that India's intelligence infrastructure has been post event damage control oriented. For eg, Kargil war 1999 was an intelligence failure after which Kargil committee suggested changes in military intelligence. Mumbai attacks of 26/11 resulted in formation of National Investigation Agency - India's premier anti-terror organization.

The Parliament attacks of 2001 on Parliament prompted Operation Uri on Palk border. Recent Drone attacks in Pathankot airbase have prompted surveillance through drones. But having said so, it must be noticed that an intelligence success never came into light. India's intelligence in LWE seems been successful in eliminating economy of various military outfits. Insurgency in LWE regions of Bastar, Dantewada and associated regions have reduced.

India successfully executed Operation Blue Star in Mydaman and Op Bandar in Pakistan. FRAMEWORK FOR INTELLIGENCE CAPABILITY: 1. Strengthen the ecutral agencies like RAW, IB and NIA by creating a separate ministry/department 2. Learn from the best intelligence agencies like CIA, FBI 3. Improve the grassroot to a resource and asset 4. Monitoring of the officals in a centralized manner. 5. Involvement of new technologies 6. Training and skilling
