HERE ARE THE REASONS: (1) Toothless Sanctions: Sanctions don't really translate into defeating counter terrorism. It's another way to impose global alliances. (2) Non-Representation: Exclusion of the most populous country from decision making. (3) No Sanctions: On countries like Pakistan laws are rather the non-permanent members of UNSC right now. (4) No Individused Force: UNSC doesn't have force of its own to ensure compliance.
