Despite multiple resolutions and initiatives undertaken by the United Nations Security Council (UNSC), its efforts to counter terrorism have achieved limited success. Discuss the reasons for this limited effectiveness.

⊳ Reasons for limited effectiveness: (1) Lack of proper monitoring and implementation ⊳ Eg: 1267 resolution and resolution no. 1284 provides guidelines but not implemented. (2) Division between members! ⊳ Eg: P-2 vs P-3. (3) Lack of a comprehensive sequestration on international terrorism ⊳ Proposed by India, pending since 1996. (4) Transboundary nature of terrorist networks: ⊳ Nexus with organized crimes along trafficking. (5) Use of cyber domain: ⊳ Eg: Deep and Dark web for operations ⊳ Way forward: (1) Adopt CCIT (1996) (2) Curb terrorist financing (3) Adopt "zero tolerance" approach (4) Establish cyber security measures Terrorism is the biggest threat to human sight and need a "whole world approach"
