Measures to improve efficiency of FCI: 1) Legal charges to the FCI Act, to bring its audit process under CAG => financial scrutiny of nearly (27) of CDF outlay 2) Digitisation of FCI procurement, transport, maintain and disbursement process => transparent accountability and fairness 3) Localised small FCI storages, with local village participation to avoid unwanted wastages and transport cost 4) Ensuring institutional accountability 5) Diversification of MSP, increase coverage of pulses, millets etc, through PDS scheme Thus, as per the Ashok Dalwai Committee, the FCI's process should be completely transparent and fair to ensure food security.
