India's economic growth story is often overshadowed by its structural unemployment and disguised unemployment. Analyze the concept of structural unemployment and discuss its relevance in the context of India's current economic situation. Suggest policy measures to promote inclusive growth.

According to Periodic Labour Force Survey, the unemployment is at (3.9%), falling from a high of (4.2%) during the COVID pandemic. Structural Unemployment: It refers to the unemployment generating due to structural nature of economy. 1) Past liberalisation growth was majorly driven by service sector (55%) of GDP => failed to generate productive jobs => only 2% . 2) Manufacturing, which is labour intensive, only (14%) of GDP and (23%) of employment. 3) (45%) of labour is engaged in non- remunerative agriculture, contributing only (17%) of GDP.

Relevance in current Economic situation: 1) Unemployment has led to poor growth of per capita income => (2500) is compared to (5000) in Chile, (10,000) in South Korea etc. 2) Poor supply chain localization as manufacturing is not labour-intensive. 3) Widespread poverty => (25%) (NPI, NITI Aayog) 4) Moreover, unemployment => low productivity => low levels of literacy & skill development long (57%) of enlist have found job training). 5) 47 invest => (40%) jobs in service sector endargered. 6) Left behind in 4th Industrial revolution. Measures for Inclusive growth: 1) Labour - intensive rural

Industrialisation in consumer goods India does like clothes, footwear, small electronics etc. 2) Investing in skill training to reach (15%) formal job training objective of NSDM. 3) Investing in higher education and building mobility gap between higher academic and vocational training. 4) Female employment through SHGs, FPOs. 5) Peri-urban agriculture to increase renewative capacity. 6) Food processing industries => capability to generate 6 lakh more employment. Thus, schemes like Atmanirbhar Rozgar Yojana, PM-Vishwakarma, Sandhi Employment - Linked Intuitive are steps in right direction.
