Role of Public Sector: Improving capacity of primary health services. Eg: Improving pay & conditions of service for ASHA workers. Mandatory legal framework for rural postings of doctors. Eg: Karnataka's Doctor Pay Out Initiative. Free healthcare to SC/ST/woman/PWD etc in rural areas. Eg: Gujarat's Viranigyan Yojana. Right to Health => fundamental. Eg: Rajasthan's => Right to Health Bill. Thus, to ensure SDG 3, 5, universal healthcare is imperative for a democracy like India.
