1Lack of political will to sustain populist spending. Eg. Andhra Pradesh → Annna Vadai breakfast scheme → free food, Ladki Behna → cash transfers. 2) Electoral benefits: retrospective application of PM-KISAN. CNAT in spending: 1) The fiscal deficit increases due to populist freebie culture → uses resources for welfare skill schemes. 2) Cultivates ever-dependency values than empowerment. Therefore, need of the hour is to capacitate the poor, upskill them and ensure the reduction of beneficiary base of welfare schemes by generating productive employment.
