To what extent, in your opinion, has the 73rd Constitutional Amendment Act been successful in laying a foundation for participatory and inclusive governance at the grassroot level?

73rd CAA under provided constitutional status to local self government was instrumental in realization of article-40 of DPSP and gandhian principle of democratic decentralization. Provisions of 73rd CAA, 1992: (1) Local self government with at three tined village, panchayat and district level communit. (2) Also provided mechanism to elect representative and term being 5 year. (3) Art- 2434: 29 functions to utilage panchayat. (4) Discretine: 1/3 seats for women at all levels & for scst in their proportion.
5Also (5) Also State elections commission for elections and finance commisn for fund to these bodies enacted. Role in decentralization: (1) Deepening of democracy with wider participation. (Representative to participative democracy). (2) Principle of subsidiarity with giving function like health sanitation to social level government. (3) Effective & efficient utilization in freedom to spend on MNREGA and choosing project by local government (Fiscal effectiveness). (4) Accountability with social audits in MNREGA and in meghalaya state etc. (5) Role in providing services

(2) Janeshaphat pati and running homes of dalit sarpanches. (3) Lacking funds to local bodies => overburdened with work but no capacity to emit funds. (4) Capacity of functionaries also not also way back => with fund function and temporary and sale of state finance commission and other ways to mature state finances eg. DFLRMP better mode.
