Why are State Legislatures Assemblies involved in the election of the President but excluded from the process of impeachment?

Article 54 corresponds to the election of President. The election includes all elected members of the Parliament and state legislatures assembly SLA. SLA Involved in Election of President: (1) Federal structure of Indian Constitution - state representation contributes to election of head of state (2) President is republican head thus MLAs vote is election (3) Local representation in Indian polity is ensured Excluded from Impeachment Focus: (1) Constituent assembly oblige held limited utility of involving SLAs, is impeachment (2) Procedural and difficulty in SLA inclusion (3) Value of vote for removal not maintained in constitution (4) Cost-expense focus (5) State-goa Governance model present for (Parliamentary system in stats) Thus a combination of logical and logistical reasons limit state participation in the process.
