Ethical Implications: (1) Protects quality of service delivery => homogenous, unique and grievable redressal (2) Helps to ensure proper utilization of funds (3) Addressing unique needs of community especially the vulnerable sections Probity and Efficiency of Service: Probity ⊕ efficiency Quality of service delivery. Probity ensures upholding the integrity of fund allocation.
