Question 4(a)GS4GS2
Examine the ethical challenges administrators face while employing persuasion and social influence techniques to promote social and health interventions in rural India. Illustrate with suitable examples.
Main Body
An administrator's key duty is to implement social and health interventions, but also to employ persuasion and influence to ensure uptake of services. Ethical Challenges: 1) Pre-existing biases in attitudes ⇒ resistance to new service. Example: Swachcha Bharat Ashiyan constructed toilet but use of toilets was limited due to attitude biases. 2) Pre-existing dynamics of caste, patriarchy etc. Example: Village elders resistance to switching hunting law in Assam.
3Limited education and awareness. Example: Poor respect for ASHA workers and govt immunisation efforts for child. 4) Low levels of information dissemination ⇒ disinformation supersitions. Example: COVID vaccine will lead to impotency among men and myths. Solutions: 1) Persuasion by exposure. Example: IT cruppi Taal campaign, to discourage domestic violence. 2) Persuasion by reciprocity. Example: Mid-day meals ⇒ food in school education. 3) Persuasion by role modelling. Example: Prabhat Reddis for BBSR. Thus, persuasion and attitude change is a gradual process of transformation.
