What do you understand by political responsibility, professional responsibility and personal responsibility? In situations of conflict among the three, what responsibility must the public servant prioritize? Illustrate with suitable examples.

Conflict: Personal, professional and political responsibility are bound to conflict with each other. 1) Personal morals and virtues clash with political orders. 2) Clash between professional and political duties. Example: Conflicting orders from fraud ale superiors and elected MPs. In such a situation, one should try to resolve conflict by using EI, relying on conscience, voice and justification by dialogue and moderation. Despite that if conflict persists, one should prioritise personal responsibility over others.
