A civil servant has three levels of responsibility. A Political Responsibility - the responsibility to elected officials, ministers and representatives of a democracy. B Professional Resp. - it is one's accountability to their duties, community's contracts and professional behaviour. C Personal Resp. - one has a moral duty to one's own conscience, moral values and attitudes - Political integrity, Personal responsibility
