Art 163 provides powers and privileges to Governor, which is exercised as the constitutional head of the state executive. Powers wrt to Bills: 1) Veto PowerGovernor can use 'pocket' or 'suspensive veto' to delay giving assent to bill.Art 200 ⇒ allows the governor to reserve a bill for president's consideration if it ultra vires the comet. 2) The governor can return a bill for reconsideration, except a money bill. 3) The bill if it results the freedom of HC or changes Nature-state trade & commerce ⇒ reserved for president. Restrictions: The governor's powers are not unlimited: 1) If the state govt re-sends a bill after reconsideration, the gov. shall not withhold assent (move from). 2) State of Punjab v/o Governor ⇒ the governor has to give assent to bills of tell the reads or for delays. 3) B.P. Singhal case ⇒ the governor is a constitutional head and should act in a non-partisan manner wrt passing of bills. The recent controversy between delays in NEET Bill of TN and University Bill of Kerala has sparked interest to untest the immunities of governor wrt to passing of bills.
