Family is the first school of a child and educational institutions are just formal learning places. Both essential for value inculcation of an individual. Role of family in shaping ethics of civil servant: (1) Family values and actions about daily life, plays major role.Family suspects, themselves the same value will be reflected as Citizen centric civil servant. Issues in ethical value inculcation: → Conflicting values of family vs Educational Institution. → Inward vs Outward. Civil Servants also learn values from Peers, system etc → may lead to decline of values. Ethical values are needs of tree of governance. Good governance can be achieved only through Probity.
