(3) Strong effect on social development of local people. (4) Resistant to reforms and violent means. Response to LWE: (1) Socio-economic development: a addressing governance deficit via 5th & 6th schedule, Forest Rights Act etc, b complement opportunities. (2) Education and skilling: a ROSHINI scheme. (3) Healthcare infrastructure and basic necessities. (4) Balanced development - to fair compensation act and displacement should be balanced. Dialogue: (1) Consultations between involved stakeholders. (2) Appeal to surrender and lenient treatment. (3) Demands shall be listened carefully.

Various dimension of this challenge: (1) Social dimensions: a degrading fabric of society, b arise criminal activities, c disturbing peace and stability, d negative consequences on family & psyche. (2) Economic dimension: a deflection of meager incomes on drug purchase, b rise of black money & parallel economy. (3) Medical & Health issues: a negative effect on health, b resistance to withdrawal from drug abuse. (4) Human Resource: a diverting human resource and making ineffective, b reduced efficiency.
