Main Body

Civil services work towards implementation of schemes for well-being of people & development of nation. They are established as steelframe of India under Article 311, 312. Issues in civil services: (1) Inefficiency - lack of motivation & skills (2) Corruption [alleged Pooja Gupta, IAS, Jharkhand] (3) Risk aversion, lack of innovation (4) Political interference and control by cartel of transforms posting. Lethargic, laid-back attitude due to security of tenure. Not act as public servant rather consider people as servant.

The requires reformed system for civil services - (1) Training - Continuous training & upskilling is required at regular interval Kumarsangh (2) Evaluation - Kieran Appraisal Committee, 360 proposal mid-term review of AICs and proposal. Other reforms proposed for expanded accountability - 3.1) And APC propose repeal of Act 311 & protection via comprehensive laws. 3.2) NRVMC proposed - oath of transparency not oath of secrecy - Oath of good governance Like ILR subordination are 360 - propose independent civil service based for postings transfers. 3.3) NC Saxena proposed weeding out inefficient officials by regular checks and evaluation performance. 3.4) NOTA Committee 2004 proposes only domain knowledge and merit as basis of promotion. Civil services are the steelframe that need to be reformed. Efficient civil services can be promoted by Code of ethics & conduct no as proposed by and APC.
