Recent liberal reforms and globalization have deeply transformed the institutions of the welfare state and paved the ground for a new type of civil services. In this context examine the challenges faced in service delivery and suggest adequate reforms.

Civil services are the effectiveness of partnering good governance and must adopt with the changing dynamics. It is provided for under Part XV of the constitution, Article 315 to 323. An effective civil service is a bed rock of "Sabka Saath, Sabka Vikas".
