How has the implementation of the POSH Act resulted in limited success in raising awareness about harassment, and what factors have hindered its effective outreach to women employed in the unorganized sector? POSH Act was brought in line with the Vishakha guidelines of the Supreme Court for preventing sexual harassment at workplace of women. Implementation of POSH Act - limited success in raising awareness. Limited success in raising awareness: (1) No means to disseminate the provisions of the act. (2) Women are not sensitised about their rights. (3) Voice of women are often silenced internally, before a complaint could be filed.

Factors that have prevented its effective outreach in organised sector: (1) Absence of Internal Complaints Committee. ICC (e.g.) women wrestlers have cited its absence. (2) Preventing women in voicing their grievances against senior employees. (e.g.) plight of ICC is the employee of organisation, hence not in independent authority) (3) No pro-active role by HW NEW and NHRC. (4) Exploitation of women in low wages also seen. Strategies to bridge this gap: (1) ICC to be constituted as early as possible. (2) The ICC and local complaint authority should be an independent authority. (3) Saving the complainant from further harassment. (adequate police protection) (4) Providing for a support from all the organisations to respective magistrate office. (with follow ups in the case) (5) Women from all sections need to be sensitised. NGO-SHGs can be utilised for the same.

According to WB, economic growth of a country will increase by 60% with effective participation of women, hence we need to curb this menace.
