Lack of functions & functionaries 1. They don't have trained staff and officers 2. They don't have enough powers under 11th & 12th schedule 3. Interference in functioning by state government 4. Need approval for big projects (eg in UP any project above Iddakhes require State govt approval) For three devolution there is need to bring reforms as per 2nd APC and Sunit Base committee. As we move on development path there is need to evolve our SDGs which requires strengthening PRIs & ULBs.
