Lack of political decentralization: Still state governments enjoy discretion over local governments. They have not devolved enough powers to them under 11th and 12th schedule - State governments can merely pass resolutions to dissolve a local body. States enjoy discretion to appoint finance commission and elected commissioners at state level there.
