Neo-liberal reforms and globalisation have deeply transformed the institutions of the welfare state and set the ground for a new type of civil services. In this context examine the challenges faced in service delivery and suggest adequate reforms.

Since 1990, the world is witnessing the phase of hyper globalization and neo-liberal reforms (Washington Consensus). India too with its new economic policy (1991) has ushered in the phase of LPG era. Transformation of welfare state: a) Roll back of state - is as the only provider of social & public goods. [Arrow] Privatization of clean sector, PSU disinvestments. b) Government as facilitator - is more regulatory and facilitation role. [Arrow] Competition Commission of India (2002), SEBI (1992)

c) Enhanced role of private sector - is in all sectors -> Defence, Insurance, aviation etc. Ground for new type of civil services - is with requisite expertise, is Democratic attitude, is Fast track governance, is embrace new age technology (IT, AI, Quantum computing) Challenges in service delivery: a) Financial demand-supply mismatch - is fiscal deficit. b) lack of adequate training - is especially in new age tech. c) Generalist services - is lack requisite to chemical skills. d) Spatial governance - is for enhanced transparency
