The Governor's office is neither decorative nor inconsequential; it assumes a constitutional role of profound essence. To what extent does the Governor, actively contribute to the governance of a state and reinforce the principles of federalism in the country?

Article 153 prescribes for the office of Governor in every state executive and is the head of the state with executive powers vested in him. Constitutional role of profound essence: I) Appoints CM and council of ministers on his advice. II) Summons, prorogues and dissolves legislative assembly. III) Reserves bills for the consideration of the President. IV) Recommends President rule PRES in case of breakdown of state administrative machinery. i Special role of good governance in 5th & 6th schedule areas. ii Agent of centre - is to preserve sovereignty, unity & integrity of nation, is link between centre & states. iii Discretionary powers - is to uphold constitutional principles and values. iv Ordinance making powers - is in case of emergent need. Some challenges to the above: a) Recommendation of President rule - is at times have been found arbitrary as by Sarkaria Commission, High Court sustained the govt. in 2016. b) Wager of discretionary powers - is reservations of bills, non-summoning of legislative (Rajasthan Hungal). Way-forward - Direct Maooth convictions. Appointment of Governor in consultation with CM (Sarkaria commission, NCRWC)
