Fifteenth Finance Commission gave significant suggestions regarding the elevation of ULBs. Disadvantages and suggestion to reform the ULBs: (1) Sourcing the fund by giving more taxing power like, leaving tax, property tax, water dues etc. (2) Grants of more than 5 lakes to be receivable to ULBs by center. (3) Advised the State Finance Commission regarding the elevation of fund. (4) Raising the funds through Ujrm bond to finance the infrastructure.

Benefits:It will help in mobilizing financial ULBs financially broader.Strengthen the working of ULBs.Better devolution of power and function toward decentralization.ULBs toward realization of smart cities sustainable cities. However there are challenges: (1) Lack of political will among state and divisive power. (2) Fragmentation structure of ULBs. (3) High corruption and divergent of funds. Although the Fifteenth Finance Commission is in direction to ensure democratic decentralization, however success depends upon the implementation of recommendations.
