ISC Inter-state Council is established under Article 263 of Indian constitution. Role in promoting vertical co-opt and horizontal: (1) It has in raising local issue at national level. (2) It help in creating trust between centre and state relation. (3) Part of cooperative federalism there, centre can learn from state and state of centre. eg. PM Bihan Unity -> Gata Catch. (4) Platform to resolve dispute for core of centre approach to state arena. eg. Basement live legislation. (5) Effective and efficient legislation at venue level.
