Neo-liberal reforms and globalization have deeply transformed the institutions of the welfare state and set the ground for a new type of civil services. In this context examine the challenges faced in service delivery and suggest adequate reforms.

Globalization has created unstable stability only from outside but internally weak institutional structure. Corruption. Lack of transparency and accountability. RTI cannot be filed against political party. Demand-supply mismatch: increasing population has whereabouts the welfare needs to not responsive government & institutions. Demand good challenge: people's connected attitude that 'paisa hain' in consuming a bad less people participation in service delivery process. Supply side: on parity only. Supply side: No grievance redressal mechanism or less responsive civil service. Lack of standard & quality. Other challenges not available in local language.

Ensure accountability through social accountability tools. Citizen charters. Citizen scorecard. Report card. Social audits of scheme. Engage people in policy making. Putting draft in public domain to have people views on it via e-platforms. Adopting Seveliam Model and ARC suggested it. Bundling. Cluster. Utilizing. Overall benefit service delivery. Stakeholder Approach: to ensure 'transparency' proactively disclosure should be done. Public service delivery should be qualitative and meeting demands of people to achieve inclusive growth.
