Highlighting the challenges posed by misrepresentation in constituencies, analyse the simplifications of population based delimitation in creating optimal federal design. Article 82 gives power to parliament to create delimitation act. Challenge posed by misrepresentation in Constituted yes: (1) 89th CAA: It froze the allocation of seats to 1971 census. Current population and total MPs/MLAs are mismatched. (2) 84th CAA: It prescribed for delimitation of Constituencies on basis of 2001 Census. Not using 2011 data does not give true picture.

Conclusion

Way Forward: Chairman of 2002 Delimitation Commission stressed on need of carrying delimitation after every 5 years. India has lowest Ms & MLAs viz population. Reforms in delimitation exercise should be initiated to reflect true picture of country.
