As per IIIrd ARC, Corruption refers to unethical & illegal many used by an officer/employee for some personal gains. Harmonizing RTI, WBPA & LALad transparency of tackling corruption. Protection to whistle blower - effective anti-corruption regime. Has potential in harmonizing the three acts.

1Holistic approach of good governance to tackle corruption. (2) multi-pronged & multi-dimensional treatment of disease of corruption. (3) Transparency RTI - brings accountability, record maintenance, fear of exposure preventing corruption, social audit → citizen participation, eg: NFSA act. Sunlight is the best disinfectant. (4) Whistleblower protection - fearless exposing of corruption eg: Vinod Gupta in ICICI bank tax issue, promotes neutrality & objectivity, courage of conviction, institutional integrity safeguards.
5Lokpal act - timely action on cases, two-person action taken, effective governance redressal. However certain challenges may occur in harmonising. Political interference in CIC/CIC appointment; pending vacancies, pending RTI case (a 2 years cases), whistleblower act (not notified) & chances of frivolous use. Lokpal act => very non transparent procedure in high profile cases. Hence harmonising three acts is a progressive step but we need reforms like filling vacancies of PTOs, reducing political interference, reducing corruption, appointing ethics commission & civil service board/technology to effectively solve corruption.
