As per UNESCAP, good governance is the processes and institutions that works to achieve the goals of governance by mainly best use of the resources at disposal. True Test of Governance: 1) Ensuring Accountability: a) Making public officials answerable to acts of omission & commission. Ex: Social Audit in MGNREGA. b) Governance reversal by extending accountability of officials. Ex: CPMAU e-Dakshi. 2) Transparent and efficient delivery. 3) Transpowerment and efficient delivery.
II) Delivery on sustainable Inclusive Development: 1) Marginalized section's interests are prioritized. Ex: Shakti Project for women. 2) Capability enhancement of various sectors. Ex: GEM portal, ENAH etc. 3) Balancing interests of various stakeholders (dev't). Ex: ETA in Ballet Froth project. However, various challenges faced in delivering good governance: 1) 2nd ARC highlighted lack of governance redressal mechanism. 2) Santhakumar committee highlighted prevailing corruption in public life. 3) CAG highlighted diversion of funds and exclusion errors. 4) Lack of digital literacy and overall barriers to public service access (digital divide). 5) Paradox bureaucratic returns.
