Discuss the various administrative challenges faced by local self-governments (LSGs). What measures do you suggest for devolving administrative powers to LSGs, enabling them to function as institutions of genuine self-governance?

Local self government was set by 73rd & 74th Constitutional amendment acts 1991, leading to validating schedule IX and IX-A to uphold & give effect to subject to of DEEP providing Gram Aswang & Mahama Band ke. Various administrative challenges faced: i FUNCTIONING CHALLENGES 1.1) Inadequate constitution of functional & District Planning committees. 1.2) State finance commission not constituted by only 12 constituted and only a are functional.
B FUNCTIONALITIES CHALLENGES 2.1) Lack of skilled manpower in matter of local administration. 2.2) Participation of LSGs leading to poor functioning. C FUNCTIONALITY CHALLENGES 2.1) Ramproud corruption present. 2.2) Absence of timely election by delay in Haryana & Madhya Pradesh. 2.3) Absenteeism from Gram Sabha meeting - only 3% present. 2.4) Literacy & digital driven challenges in problem delivery. 2.5) Paltry portion - panchayat part system present. D FUNDS challenges - inadequate owner issue revenue generation & inadequate devolution from centre to state
Measures for LSGs to function newly as promotion of self development: i Capability approach & capacity enhancement by Rashtriya Gram Swaraj Abhiyan & municipal bonds. ii Digital literacy & digitization for improved governance by e-panchayat. iii Awareness generation among women for women empowerment by 33 reserved for women in all levels. iv Uphold salmin of pith & subsrane to ensure each unit of government purposive some task. v Increase allocation of funds. vi Guarantee devolution of funds. vii Establish a panchayat fund, cheque, to uphold principal federality in municipal changeover LSGs.
