Vice-President is the part of Parliament and acts as Rajya Sabha Chairperson and in the absence of President takes duty of President of India. Role of VP as Chairman of RS: (1) Conduct proceedings of the house (2) Form business rules and procedure of the House (A.198) along with President (3) Punish for the contempt of House (Article 105) (4) Adjournment motion, call-attention motion, etcAcceptance Rejection (5) Declaration of adjournment of house (6) Expulsion of member from

the house. Procedure for removal of VP from his office: Article 67. Step 1: Proposal of removal of VP in Rajya Sabha with minimum 50 members approval. Step 2: Discussion on proposal in the House. Step 3: Voting: Requirement of 2/3 of present and voting and effective majority of the house. Step 4: Voting in Lok Sabha: if passed by simple majority then VP President is eligible for removal. Step 5: President removes VP from the position.

Certain limitations of VP in House: A Less powers from Speaks of Lok Sabha (decision of Money Bill) B Often works on party-lines, need of neutrality and impartiality (prescribed by Nolaw committee). C Silencing opposition and expulsion of members from the housedegradation of democracy.
