The Constitution of India envisages India to be a federation with powers being divided between the Centre and States under the Schedule. Conflicts may arise in a federation for either institutions are created. (Examples are:) (1) Original jurisdiction of Expanse Court (Art 1-2) in federal matters (2) Zonal Councils (3) Article 263: Inter-State Council (4) NPC (now through Council) Evolution of Zonal Councils from advisory bodies to proactive platforms of action: (1) Zonal Councils are created under Zonal Council's Act and consist of a group of states in a zone. (2) They are chaired by the Home Minister (3) They provide a platform to states to come together and discuss common issues (4) Also give opportunity of Centre-States co-operation (5) Central Government can understand regional issues plaguing states in implementation of development programs (6) Resolving border disputes: For Zonal Council played pro-active role in recent disputes resolution mechanism in North Western states (7) Genomic Integration: Zonal councils were pro-active to collaborate and implemented nationwide list (1) Lack of regular meetings (2) Lack of powered and staffed body (3) Mostly advisory bodies The issues need to be overcome by giving more formal shape to zonal councils and increasing meeting frequency.
