Lack of binding framework for pre-legislative consultations in India limits citizen engagement in the lawmaking. Propose measures to strengthen the role of public consultation in the legislative process.

India has a Post-Legislative Council after taking PCJ plan for public 'consultation' ahead of passing bills. however, this framework allows exemption in case of expedient and other government thinks it is not required. Further, there are other limitations: 1) At no legal bating 2) Parliamentary committees only call expedient and other government think it is not required 3) Further, there are other limitations. At no legal bating 4) Parliamentary committees for bill consultatory also has no constitutional/legal mandate to take public feedback Similarly, many Bills after initial feedback are not put out in public for remarks again

Measure to strengthen goal of public consultation: (1) Legal backing to PLCP policy (2) Parliamentary committees role - like UK model, except money bills always are to be mandatory to committees (3) They must take public feedback during discussion (4) UK Ireland have alternative to residue under Act III - This be/she can take cognisance of for public view In wide manner, paper democracy can be converted to participatory democracy
