Ways to Address: (1) Ensure direct direction of funds. (2) Ensure alternate means of funding - Graduated Municipal Bonds. (3) Ensure better Accountability through Citizen charter - Bareilly, UP. ULBs are the face of the people, they need to be better accountable to ensure Grassroot Democracy.
