Effective transboundary water management can act as a catalyst for regional peace and cooperation. In light of this statement, bring out the opportunities and challenges for India in leveraging water diplomacy in its neighborhood.

Challenges:- (1) Grey area warfare by using water as weapon (e.g.) - Amra is (project on Brahmaputra). (2) Political instability in neighboring countries calling delay (e.g.) - Myanmar coup. (3) Counter terrorism efforts & confessing international obligation (e.g.) - (Gulf of Aden water treaty). (4) Financial constraints in fulfilling existing obligations & pact (e.g.) - Bhutan styled project. Way forward: a) Integrated cooperation for water based order (e.g.) - UNCIOS. Conclusion: As our regime ministry acclaimed that terror attacks cannot work together and water & blood cannot flow together, so we need meticulous water diplomacy.
