Critically examine the functioning of National Human Rights Commission of India (NHRC) as an apex institution entrusted with the protection of human rights in the country.

NHRC is a Statutory body constituted under the Human Rights Act as the Protector of Rights of life citizens. NHRC - Protector of Human Rights: i It received complaints on violation of human rights & also take suo motu actions. (eg: raising Plano of death of Human Scavengers. ii It works closely with Civil Society groups & bodies for ensure Protection. iii) It organised visits to detention places, Jails to study condition of inmates. (eg: revealed fails in country over 180% occupied.

iv) Raised voice for Weak, Vulnerable - During COVID19 included sex workers for Provision of relief. v) On fast as it has resolved over lakh cases & provided Compensation of over 1 billion. But, NHRC - as a Toothless Tiger: i The report presented by it to the Parliament is mere recommendatory. ii It lacks the power to impose punishments, can recommend to government. iii Poor track record on direction for delayed investigations into delay for human rights violations and NHRC is already for it by declaring the second consecutive year. iv) Delays in action & executive interference have raised question. eg: Issue of Member Violence women Branded Naked). v Can only dock into human violation (year old, limited power in crimes by the defense personnel). this calls for strengthening it into: i Independent Appointment Procedure with constitutional backing ii Funding & appointment delay be addressed. iii Shall take up matter like Digital crimes, Mental health, etc. True strength of Democracy is realised when it's Protected will book basic Human Rights NHRC is way for it
