CVC is a statutory body under the CVC Act, formed last recommendation of Santhanam Committee. CVC Built Independence: (1) Appointment - Made by President on recommendation of Committee headed by PM & Leader of Opposition (2) Also its dismissal route due only on ground - Misbehavior, Incapacity - office of Profit etc. (3) Present working report to President in, burnt, house accountability
Issues and Limitations: (1) Overlapping functions with UPSC (2) Merely recommendatory body, not binding so recommended (3) Lack of transparency in appointment & executive influence (4) Require prior permission from govt on action against civil servants
