What steps are required for the constitutionalization of a Commission? Do you think granting constitutional status to the Central Information Commission (CIC) would strengthen the RTI regime in India?

Constitutionalization of Commission means giving it constitutional status to it. steps required:- Bringing constitutional amendment bill, getting it passed in both the houses by 2/3rd pursuant & a majority of total membership. (2) 103rd constitutional amendment gave constitutional status to National commission for backward classes. Central Information Commission:- It is a statutory body under RTI Act of 2005.

pending cases:- ex 4 lakh cases pending diffunctional commission for information with RTI regime. For >10 states denial of information. Odisha police used sec(3) to ding over normal information. Attack on RTI activists:- ex BPDR Act charges sec(3) of RTI. Constitutionalization of CIC can solve this as:- (1) Independence to CIC to act free from executive distract. ex Our employees like UPSC, (3) Give RTI the status of constitutional right.

4Make it difficult to dilute RTI requiring constitutional changes. (5) Enhance power of CIC to use mato act to protect RTI activists. (6) Enhance oversight of CIC's decisions to government & bureaucrats. But, Constitutionalization is half not sufficient as:- (1) Vacancies in NCSC & NCAT impacting functioning, same can be with CIC. (2) May not get power to force other organisations to act. ex JL has held NCSC can order departments. Other (political will) and 'public awareness' are 'key' to make the RTI regime & CIC effective.
