Administrative challenges(1) Only about 23% of Panchayat officials are trained institutionally (MOPR Report 2024) (2) Lack of digital integration in LSU administration despite e-gram survey installs (in 32% literate/digital) in Rural areas. (3) The high amount of vacancy in Panchayat offices is 40% (delayed recruitment).

(only 11 states have devolved taxation powers) ART. 2434 → functions under Schedule II (29 functions) is discretionary for state govt to devolve their. (3) Ensuring financial devolution by the state govt utg SEC 243K, ART 2434. (4) Capacity and training carbs for LSU personnel. (5) Regular Scrutiny and perpetuatory to ensure genuine self-government. (6) Ensuring co-ordination b/w multiple authorities by Rationalization & work distribution. (7) LSU at the root vision of ART 40 and Guardian duties for perpetuatory democracy.
