Recent years have witnessed a concerning decline in Parliament's functioning, marked by frequent disruptions and reduced debate on crucial national issues. Analyze the reasons for the decline in Parliament's functioning in the country and suggest remedial measures.

Decline in Average Sitting: As there is no constitutionally mandated sitting time. Decline in committee referral leading to decline in debate, discussion and deliberation. (Bills like ferments focused without any committee referral). Frequent disruption of parliament simultaneously in 17th Lok Sabha. Budget Division limited by Guillotine as 97% Budget pass by it.

At individual level: Lack of skills and knowledge to participate in complex parliament system. Decentered service to transnational mp not available. Like in 1954. Constitutional Legal Aspect: Nonmandatory sitting time line in Constitution. No legal mandate yet committee deference. Majority party rule so parliament become mere extension of Legislative. Demanding functioning/Leadership: Declining functioning and leadership in opposition. Creating scope for judicial activism due to opposition in legislation. Lack of concerning in legislation parliament. Leadership to executive democracy.
