Article 19(1)a provides for both freedom of speech and expression to the citizens of the country. After article 21, article 19(1)a is the second most interpreted right among all FRs. Broad in interpretation: (1) Right to peaceful strike is form of speech and expression. (2) Right to silence is also incorporated in article 19(1)a. (3) Expression of discontent or constructive criticism is allowed under Article 11(1)b. Conditional in application: (1) Right to peaceful strike form of speech and expression. (2) Right to silence is also incorporated in article 19(1)a. (3) Expression of discontent or constructive criticism is allowed under Article 11(1)b.
