The world continues to operate in a 'my terrorist' versus 'your terrorist' paradigm. Explain. What strategies would you suggest to develop a unified, comprehensive, and rules-based global approach to tackle the menace of terrorism?

The absence of a global definition on Terrorism is the reason of differing views on terrorism giving space to such activities. Would view currently: 1) China blocked Masood Azhar listing in UNSC 2) difficulties in FATF-UNSC-UNCTE coordination 3) Ease path for terrorist to exploit vulnerabilities 4) Cyber-boundary terrorism (e.g. Hamas declared a terrorist group by some only)

Strategies: 1) Adopt India's CCIT convention 2) Trilateral FATF Coordination 3) UNSC convention 1267, 2462, 2482 4) Expiring linkage with major powers. As PM Modi said, 'Terrorism knows no bound. Only a Uniform, Unified and a Zero tolerance approach can defeat terrorism'
