Justice Vikram has highlighted that there has been creation of around 1.1 million whistleblower due to the Right to Information Act (2005).

Urgent need for whistleblower mechanism —

(A) Private Sphere —

1. This will reduce instance of irony (capitalism).

2. Presence of (bureaucratic corruption) will also be reduced.

3. These will be unearthing of (record) all (opaque practices).

(B) - (Defined Mehta scam / case) unearth by only a whistleblower.

(C) Public Sphere —

1. Need of whistleblowing to reduce corruption. 2. It will bring an (transparency) in governance. 3. Whistleblower will become citizen-centric. 4. Will improve (audit) and help (CAGs), (PACs) to find cases of (fiscal impropriety).

Urgent need to have safeguard for protection of whistleblower —

1. As per Satake Nayapal Srivastava, around 100 RTI activists have (lost lives).

2. Where is need to (empower) whistleblower so that they are not under any pressure.

3. Lack of early (anonymity) in complaint presents challenge for them.

4. Lack of (police protection).

5. There is legal aid to the alleged official who has been (involved in whistleblower).

6. Lack of (SBL security) and (secrecy) by (officials) on whistleblowers.

Due to the government these taken certain steps —

1. Government has enacted (whistleblower Protection Act).

2. This will allow whistleblower to (disclose corruption) without (revealing) their identity.

3. The identity of individual will be kept (secret) till (process completes).

4. The (fee) on filing of (complaints) by whistleblower has been (reduced).

There is well to (further strengthen this), for (Bi) —

(Anonymous) (complaint) not entertained in (tribunal) so that there is reduction in corruption and (public).
