Recent PLFS (2019-25) per unemployment rate at 4.2% about (also participation rate is 41.6%) with variance between rural-urban areas.

Need for Urban Employment Guarantee Act/Scheme

1. Reduce unemployment - 4.2% at the national level and higher unemployment

2. Prevent marginalization - of the urban poor - (Street hawkers, slum dwellers (6) - 6.5%) people live in slums.

3. Reduces poverty - poverty rate in urban areas is 25.7% (Census 2011).

4. Prevents additional income source.

5. Prevents vulnerability of

being pushed into poverty by disaster. Dependency, it (iii) Aditya Birla University finds (259 million) pushed in poverty by CVD.

6. Inner income to develop capable letter of the individual and family (Amenable Sen) focused on capability leading to development.

7. Allow right-based approach towards livelihood (Aga Taffy Law).

But issues are:

1. Fiscal resources - are limited; Fiscal deficit in 2020-21 was 6.2%.

2. Multiplicity of schemes - may lead to dilution (G - SWANM, Atmanirbhar Bharat Scheme etc.

3. Make lead to misuse of money on liquid, Liwe, or the prudent and these concerns need to be incorporated to save Urban Employment Act Scheme to achieve justice.
